Despite a large body of research demonstrating significant variability in biological sex, sexual development, and bodies, common understandings of human biology and sexual development are dominated by a binary model. In this model, people are assumed to display unambiguous and congruent characteristics that are either female or male. Although changing, this binary model has guided our understanding of sexual and reproductive health and rights. In 2018 and 2019, the Women's Refugee Commission (WRC) conducted landmark research on sexual violence against men and boys in three refugee settings—Cox’s Bazar, Bangladesh; the central Mediterranean route through Libya into Italy; and in urban Kenya. The research found that some men and boys, including young men, unaccompanied boys, and detainees, appear to be targeted for sexual violence in conflict-affected settings, during flight, and in refugee contexts. WRC’s research also documented clear gaps in addressing sexual violence against persons with diverse gender identities and sexual orientations, who we found to be particularly vulnerable, with few services available. Despite progress, challenges remain. Practitioners still lack tools and resources to effectively respond to male survivors. Service provider attitudes, biases, and misconceptions are major deterrents for male and LGBTIQ+ survivors to access care. Sexual violence services for survivors of all genders remain grossly under-resourced.
